Regional and Local Plans for Program Year 2017-20 Approved by the State


On May 23, 2017, the California Workforce Development Board (CAWDB) notified the Los Angeles County Workforce Development Board (LACO-WDB) that its WIOA Local Plan for Program Years (PY) 2017-20 was approved as submitted to the State on March 15, 2017. Similarly, on June 12, 2017, the CAWDB approved the Los Angeles Basin Regional Planning Unit WIOA Regional Plan for PY2017-20 as it was submitted. The LACO-WDB would like to thank all workforce development, business, education and community stakeholders who contributed to the development of these critical strategic plans that will guide workforce development in the County over the next four years.

Workforce Development Board (WDB)

On July 1, 2015, a new law, Workforce Innovation & Opportunity Act (WIOA) was implemented to replace the Workforce Investment Act (WIA). WIOA created a unique national workforce preparation and employment system designed to meet the needs of both career seekers and businesses. Because LA County America’s Job Center of California is funded through WIOA dollars, most services are available at no cost. These services are provided through America’s Job Centers of California (AJCCs) located throughout the state.

The WorkSource Centers throughout Los Angeles County have been rebranded to America’s Job Centers of California (AJCC). As AJCCs, they follow a business services model that provides a fundamentally different approach to serving customers. The model ensures the reliable delivery of services to businesses as well as the sharing of job listings and potential candidates throughout an entire countywide network.

 Los Angeles County America’s Job Center is a collaborative effort between multiple local Workforce Development Areas within the County of Los Angeles, as well as Los Angeles County Department of Public Social Services/GAIN, Los Angeles Economic Development Corporation, and the California Employment Development Department, who came together to better serve the employment and training needs of the Los Angeles region.

The organizations that make up LA County America’s Job Center of California saw the need for delivering consistent and quality workforce development services throughout the region. These services strengthen the local economy by creating a skilled workforce to help local businesses prosper.

  • Is one of 48 Local Workforce Development Boards in the State of California, certified by the Governor of the State of California.
  • Operates with, and on behalf of, the Los Angeles County Board of Supervisors to carry out functions mandated by the Workforce Innovation and Opportunity Act of 2014 (WIOA) Section 107 (d) and state law AB 1270 section 25.
  • Serves a designated local area comprised of 58 cities and over 100 unincorporated areas within Los Angeles County.
  • Is the 2nd largest designated local area in the State of California, serving nearly 4 million residents.
